The earlier laws have been revised by Acts of Parliament, such as Act 506 (1994) and Act 778 (2008).
According to the New Educational Reform, the lowest rank is Principal Superintendent, which is for newly recruited first-degree holders. This rank can also be achieved through years of service, but the new reform mandates that a first degree is the minimum requirement for teaching in a Basic School.
However, individuals already in the service as teachers with lower certificates other than a first degree are categorized into ranks such as Senior Superintendent II, Superintendent I, or Superintendent II, depending on their entry qualifications.
The rank of Principal Superintendent will be attainable shortly solely by candidates holding a first degree in education. Above the rank of Principal Superintendent for degree holders and Assistant Director II for Master’s Degree holders is the rank of Assistant Director I. This rank is the sixth from the highest among all the ranks in the education sector. Eligibility for this rank requires extensive experience as a teacher or worker in the education sector, along with a second degree related to education.
Deputy Director
The rank directly above Assistant Director I is Deputy Director. Individuals attain this rank through appointment based on their lengthy service and relevant educational qualifications. The next rank above Assistant Director is Director II, which is the fourth rank in the Ghana Education system. Workers who have been in the service for a long time typically attain this rank, and it is commonly associated with District Directors of Education.
Director I
The rank of Director I is typically granted to individuals based on their length of service. Those at this level often hold the position of Regional Directors of Education in Ghana.
Deputy Director-General
The Deputy Director-General holds the second highest rank in the Ghana Education Service, serving as an assistant to the Director-General. Within the GES, this position is comprised of two offices: the Deputy Director-General of Education, responsible for management services, and the Deputy Director-General of Education, in charge of Access and Quality. Eligibility for this role requires a minimum of twelve (12) years of relevant post-qualification work experience, with at least three (3) years in the Director II position. Candidates may hold officer positions at any tertiary institution and must hold the rank of senior lecturer. Additionally, candidates are required to have obtained a Master’s Degree
Director-General
The highest rank within the Ghana Education Service is the Director-General. This position is the highest-ranking within the organization and is filled through government appointment by Ghanaian law. To be eligible for the role of Director-General, an individual must hold at least a master's degree in education and have a minimum of 15 years of relevant work experience after obtaining their second degree, with at least 8 of those years in a management position. Additionally, candidates must successfully pass an interview conducted by a panel comprising the Ghana Education Service Council (GESC) and the Public Services Commission (PSC).
